CHESNO and the European Investment Bank: a dialogue on anti-corruption and transparent governance in Ukraine

At the invitation of the European Investment Bank (EIB), the CHESNO Movement participated in a workshop for representatives of Ukrainian civil society organizations, held on January 27-29, 2025, at the bank's headquarters in Luxembourg.

Representatives of CHESNO, along with colleagues from the Anti-Corruption Action Center, Transparency International Ukraine, the Anti-Corruption Center "Mezha," and the Open Data Organization, learned the EIB’s approaches to combating fraud and corruption. They also discussed opportunities for cooperation to enhance transparency and accountability and to implement effective anti-corruption mechanisms in Ukraine’s reconstruction process.

During the event, CHESNO representatives had the opportunity to engage with Kristina Mikulova, Head of Regional Hub for Eastern Europe, Monique Koning, Inspector General, Lionel Rapaille, Director, Enlargement and Neighbourhood Department, Hakan Lucius, Head of Sustainability, as well as employees from key bank divisions, including the Investigation Division and the Project Directorate.

Workshop participants were introduced to the general principles of the European Investment Bank's operations, its activities in Ukraine, and the financing rules for infrastructure and other state projects, particularly those related to reconstruction. The EIB's anti-corruption policies and fraud prevention mechanisms were given special attention.

CHESNO representatives joined discussions on civil society’s engagement with financial institutions. Possibilities for further collaboration with the EIB in public oversight of investment projects and ensuring transparency in the use of international financial aid were discussed.

Additionally, CHESNO presented its strategy and achievements to EIB staff.

“Engagement and stakeholder collaboration are fundamental standards of the European Investment Bank. Ukraine is now set to receive billions of euros in support from the European Union. The challenge lies in ensuring the efficient and transparent use of these funds. Ukrainian anti-corruption organizations can share with EIB  their expertise in identifying potential links between contractors and Russia, monitoring procurement processes, and navigating open data systems,” said Vita Dumanska, leader of the CHESNO Movement.

By participating in the event, CHESNO gained valuable insights into the bank's operations, which will be utilized to strengthen anti-corruption legislation and enhance the accountability of state institutions in the future.
